Dear Mr. Vallve:
This is in response to your request, on behalf of Auto Tech Products for an exemption
from the prohibitions in Vehicle Code Section 27156 for the Auto Tech Products'
PCV Valve.
Enclosed please find Executive Order No. D-372 permitting advertisement, sales,
and installation of the Auto Tech Products' PCV Valve on all gasoline powered 1994
and older vehicles, excluding those equipped with OBD II.
No changes are permitted to the device as described in the enclosed Executive Order
and staff report. Any changes to the device, applicable models, model-years, etc.,
must be evaluated and approved by the Air Resources Board.
No claim of any kind such as "Approved by the Air Resource Board" or "reduces emissions",
may be made with respect to the action taken herein in any advertising or other
oral or written communication.

EXECUTIVE ORDER D-372
Relating to Exemptions Under Section 27156
of the Vehicle Code
AUTO TECH PRODUCTS
AUTO TECH PRODUCTS' PCV VALVE
Pursuant to the authority vested in the Air Resources Board by Section 27156 of
the Vehicle Code; and
Pursuant to the authority vested in the undersigned by Sectons 39515 and 39516 of
the Health and Safety Code and Executive Order G-45-5;
IT IS ORDERED AND RESOLVED: That the installation of the Auto Tech Products' PCV
Valve, a modified PCV valve, manufactured by Auto Tech Products of 23681 Schooner
Drive, Canyon Lake, California 92587, has been found not to reduce the effectiveness
of the applicable vehicle pollution control system and, therefore, is exempt from
the prohibitions of Section 27156 of the Vehicle Code on all gasoline powered 1994
and older vehicles, excluding those equipped with OBD II.
This Executive Order is valid provided that installation instructions for Auto Tech
Products' PCV Valve will not recommend tuning the vehicle to specifications different
from those of the vehicle manufacturers.
Changes made to the design or conditions of the PCV Valve, as exempt by the Air
Resources Board, which adversely affect the performance of a vehicle's pollution
control system shall invalidate this Executive Order.
Marketing of this PCV Valve using any identification other than that shown in this
Executive Order or marketing of the PCV Valve for an application other than those
listed in this Executive Order shall be prohibited unless prior approval is obtained
from the Air Resources Board.
This Executive Order does not constitute any opinion as to the effect that the use
of this PCV Valve may have on any warranty either expressed or implied by the vehicle
manufacturer.
THIS EXECUTIVE ORDER DOES NOT CONSTITUTE A CERTIFICATION, ACCREDITATION, APPROVAL,
OR ANY OTHER TYPE OF ENDORSEMENT BY THE AIR RESOURCES BOARD OF CLAIMS OF THE APPLICANT
CONCERNING ANTI-POLLUTION BENEFITS OR ANY ALLEGED BENEFITS OF AUTO TECH PRODUCTS'
PCV VALVE.
No claim of any kind, such as "Approved by the Air Resources Board" may be made
with respect to the action taken herein in any advertising or other oral or written
communication.

Violation of any of the above conditions shall be grounds for revocation of this
order. The order may be revoked only after ten day written notice of intention to
revoke the order, in which period the holder of the order may request in writing
a hearing to contest the proposed revocation. If a hearing is requested, it shall
be held within ten days of receipt of the request and the order may not be revoked
until a determination after hearing that grounds for revocation exist.

SUMMARY
Auto Tech Products of
23681 Schooner Drive, Canyon Lake, California 92587, has applied for an exemption
from the prohibitions in Section 27156 of the California Vehicle Code (VC) for their
PCV Valve. The PCV Valve is designed for installation on all gasoline powered 1994
and older vehicles, excluding those equipped with OBD II. Auto Tech Products submitted
a completed application and other required information.
Based on emissions test
data of the device, the staff concludes that Auto Tech Products' PCV Valve will
not adversely affect the exhaust emissions on those applicable vehicles for which
an exemtion is requested.
The staff recommends
that Auto Tech Products be granted an exemption as requested and that Executive
Order D-372 be issued.

IV. AUTO TECH PRODUCTS' PCV VALVE DESCRIPTION
Auto Tech Products' PCV Valve has
been successfully designed for installation on all gasoline powered 1994 and older
vehicles, excluding those equipped with OBD II. The device operates in conjunction
with the original equipment manufacturer's (OEM) computer controlled fule injection
system and emission control system already certified with the stock engine.
The purpose of modifying the PCV
valve of an engine is to vent blow-by gases from the crankcase into the intake manifold
freely regardless of engine (continue to page 2)

vacuum. Auto Tech Products' PCV Valve's orifice is designed to regulate gas flow
based on the speed of the engine. This was accomplished by designing the PCV valve
to be activated by the use of a solenoid valve and the addition of a small switch
placed at the throttle linkage.
V. DISCUSSION OF AUTO TECH PRODUCTS' PCV VALVE
Auto Tech Products, has requested
that the PCV Valve be exempted for all gasoline powered 1994 and older vehicles,
excluding those equipped with OBD II. Comparative emissions test data using the
CVS-75 Federal Test Procedure was conducted on two passenger cars to evaluate the
emissions impact of the device. Auto Tech Products performed emissions testing at
Environmental Testing Corporation.
Results of the exhaust emissions
test data are shown in Table 1.

The emissions test data generated
at Environmental Testing Corp. indicates that the HC, CO and NOx emissions of the
vehicles, were within the allowable limits of 0.1 gm/mi or 10 percent increase on
HC and NOx and 1.0 gm/mi or 15 percent increase on CO for comparative emissions
test data. The Air Resources Board did not conduct confirmatory testing to validate
the emissions data submitted by Auto Tech Products.
Auto Tech Products has submitted
all the required information and has fulfilled the requirements for an exemption.
